The best time to fertilize hibiscus plants is in spring, when they are actively growing. You use an organic fertiliser if possible, like a manure. Hibiscus also respond very well to the use of granular fertilizers. A general purpose garden granular fertilizer is okay. Normally a dose of around 50grams per square metre is suficient, spread around the root zone. Slow release fertilizers are good also, but can be a little slow acting for hibiscus growth spurts in spring.
