Some varieties of daisy will flower all year, however most varieties have a major flowering time in later winter and early spring. As a general rule it is best to prune daisy plants after they have finished this major flowering. You can however prune daisy bushes any time of the year. You will have some loss of flowers until the plant recovers. It is actually very good for daisy bushes to be pruned, it improves the strength of stems and the root system. Infact it is general practice to give them a prune every year. You can use loppers or secateurs and once the plant is in shape hedge trimmers can be used to maintain shape as you prefer.
